This report presents the findings of an evaluation, undertaken in October 2016, of Oxfam in Vanuatu’s response to Tropical Cyclone Pam (TC Pam) and it considers Oxfam’s approaches and response activities as a whole. It draws on data and information already available from various monitoring, evaluation and
learning (MEAL) processes undertaken in the course of the response, and supplements these sources with additional data gathered through
a small number of semi-structured
interviews, focus group discussions and a 2-­‐day
in-­‐country learning and reflection workshop.
