Project/Program:
The West India Gender Program aims to increase women’s power over their lives and reduce violence against women (VAW) through changes in attitudes, ideas and beliefs about gender relations, coupled with increased levels of women’s active engagement and critical leadership in institutions, decision-making and change processes.

Evaluation methodology:
The summative evaluation scope included program activities over the period 2010-2013. Primarily qualitative methods included a document review, field visits and stakeholder input (interviews and focus groups), as well as the recording of individual case studies and change stories.

Achievements:
The program was effective in increasing the understanding among community-based collectives on gender equality and gender based discrimination. In addition, the partners have strategically engaged with women through strengthening, supporting and facilitating group formation and networking with women’s groups. Achievements have been increased community reporting of VAW and shifting perceptions of VAW as a social, not personal issue. The program has also been effective in including disadvantaged and vulnerable communities, such as Tribals, Dalits, and Christian and Muslim minorities. Challenges remain in the broader context of redressing socially and culturally constructed gender roles and structural inequalities.
