Project/Program:
The Indigenous Peoples Leadership Project involved two rights-based approach projects – (1) Anagrasar Gono Unnayan Project (2007-2010) and (2) Support to Indigenous Peoples in Plain Land (2011-2014) – targeting the Adibashi people. The project focused on trainings on human rights, land management and rights of the Adibashi groups. Women’s rights and gender were held in order to successfully carry out the objectives of the project.

Evaluation methodology:
The evaluation scope included both projects from 2007 to 2013. Methods included a document review, stakeholder input (interviews and focus groups), as well as field visits to observe the project activities, practices and processes.

Achievements:
Oxfam’s approach of forming community-based organisations (CBOs) was effective at the community scale. CBOs have built the confidence and collective agency of Adibashi people. At the national level, achievements have been the emergence of frameworks for Adibashi people’s rights and agency, as well as Oxfam producing a collection of publications. Gender equality was considered in program design, budgeting and implementation, resulting in greater inclusion of women in the program.
